Shibli Faraz Writes to Senate Chairman Over Palwasha Khan’s Chairing of Session

The Senate witnessed a heated trade between the treasury and competition benches on Friday because the PTI known as out Palwasha Khan for chairing the consultation in the presence of Senate Deputy Chairman Syedal Khan Nasir.

Senate Chairman Gilani presided over the proceedings but left 40 mins into the session, upon which Senator Palwasha started chairing the consultation.

Soon after, PTI Senator Fauzia Arshad stated it was regrettable that Palwasha become presiding over the session even as the deputy chairman became present.

Palwasha responded it turned into the chairman’s prerogative to make that decision, adding that the deputy chairman arrived after she had already started chairing the session.

Continuing with a comparable line of criticism as his fellow PTI senator, Leader of the Opposition inside the Senate, Shibli Faraz stated: “Don’t make a mockery of the House and don’t damage its sanctity. It is beside the point which you sit because the deputy chairman [in his presence], who has a position within the chairman’s absence, and you're making him a bit of decoration.”

The opposition chief and Palwasha had a heated change as the latter said the deputy chairman got here in after her whilst Faraz insisted that Nasir become already seated within the Senate.

In his letter, which Dawn.Com has visible, Shibli wrote: “According to international parliamentary practices, it is deemed irrelevant and disrespectful for any member to preside over Senate periods whilst the deputy chairman is present inside the House.”

He argued that through taking the chair, Palwasha had allegedly violated Rule 14 of the Rules of Procedure and Conduct of Business within the Senate, which states that inside the absence of the chairman, the deputy chairman will chair the consultation. However, it is Rule 13 that mentions the chairperson’s powers to delegate.

The senator added that the position of the deputy chairman is “constitutionally big”, hence Palwasha chairing the session “undermines its (the workplace’s) authority and respect”.

Though he pressured the want to stick to parliamentary regulations and decorum, Shibli did not certainly advocate any action on this letter.

پلوشہ نے جواب دیا کہ یہ فیصلہ کرنا چیئرمین کے اختیار میں بدل گیا، انہوں نے مزید کہا کہ ڈپٹی چیئرمین اس وقت پہنچے جب وہ پہلے ہی اجلاس کی صدارت کرنا شروع کر چکی تھیں۔
